Water replaces water. Hard runs sweat out sodium, potassium, and magnesium, minerals water doesn't contain. Drinking more without replacing those just dilutes what's left.
Not for a hard run. Depending on pace and temperature, you can lose 500 to 1500mg of sodium per hour through sweat. 1000mg replaces what a serious session takes out, most electrolytes replace a fraction of that.
